在国际舞台上，国与国之间的较量，主要是凭各自的实力。人们对实力的理解．往往多着眼于物力、财力，以至武力的强弱。这些有形的、物质的实力，其实都属于硬实力的范畴。一个国家对世界的影响，在人民心目中的吸引力和形象，却更取决于其对国际社会的贡献，对世界和平发展所发挥的作用等。这些无形的、非物质的实力则称为软实力。

The competition among countries in the world mainly depends on their own strength.People judge strength on manpower,material and financial resources.These belong to hardware.A country's influence to the world,and its charm and image lie on its contribution to the international community and peaceful development of the world.These are software.Hardware and software make up the comprehensive national strength of a country.They are based on the strength of economic,science and culture.They are all indispensable.They all root in education strength.
