摘要
目标的制定与组织实施应与质量方针体现的宗旨保持一致,医院质量目标应体现医院的特点及其先进性。分析制定目标的步骤与视角,从管理体系绩效目标、资源管理目标、过程目标等方面讨论如何构建组织目标体系,指出中国医疗机构需要一个有效的战略管理和绩效管理工具,平衡记分卡是一个合理的选择。
The paper proposes that the objectives design and detailed implementation should bring into correspondence with the aim embodied in the quality guidelines ; the quality objectives of hospitals should reveal the hospital features and their advanced profile. It analyzes steps and perspectives of objectives design and discusses how to form a objective system from management system performance ob- jective, resources management objective and objectives in processing, furthermore, points out that domestic medical institution should have a effective strategy management and performance management tool, presuming that balanced scorecard would be a reasonable choice.
