由于美国次贷危机所引起的全球经济衰退,使得一些国家和地区的贸易保护主义重新抬头。技术性贸易壁垒由于其隐蔽性、合法性、不易监督和预测性而被越来越多的国家用来保护国内产业,其对世界经济的影响也越来越大。从国家间贸易政策博弈和各国内部政治与经济力量相互博弈的角度,构建博弈模型,阐释技术性贸易壁垒形成的深层动因及对各利益集团带来的利弊影响,以期为我国制订相关贸易政策提供决策参考。

Recently, the American loan crisis set back the entire economy of the world. It makes a number of countries and regions behave the re - emergence of trade protectionism. An increasing number of countries adopt the technical barriers to trade to protect their domestic industries because of its characteristics of concealment, legitimacy, unease to supervise and predict, and the impact to the world economy become larger than before. This paper set up the game models from two points of view, one game model for the international trade policies among countries and another for the domestic political and economic mutual game playing. In order to provide the decision references that can help countries or regions set down the related trade policies through explaining the deep motivation of the formation of the technical barriers to trade and its advantages and disadvantages which brought by various interests groups.
