本文着重阐述科研单位科研项目成本管理中存在的问题。并根据现存问题，从成本预算、组织形式、个人意识等方面提出具体的解决办法，通过科研项目成本管理改革完善科研项目管理体系，以保障科研项目的顺利完成。

In this article, cost management of research projects m institute was studied. According to the problems, solutions were provided from many fields, such as cost estimates, organizational forms, personal awareness, etc. To ensure the successful completion of research projects, the management system was improved by reforming of the cost management.
