广东省突发公共卫生事件应急体系的初步评价

Assessment of Public Health Emergency Preparedness and Response Capacity Evaluation System of GuangDong

目的：对广东省突发公共卫生事件应急体系情况进行预调查,对广东省突发公共卫生事件应急能力进行初步评价。方法：用《量表》对所选的市卫生局、疾病预防控制中心、中心医院进行访谈式调查,用excel软件建立数据库,根据专家权重赋分表对各级指标按权重进行赋分,并对数据用进行统计分析。结果：广东省应急能力总得分为64.42±2.93; 各城市应急能力总体得分为62～69, 城市应急能力排序为：珠海〉揭阳〉韶关〉云浮〉广州;各卫生机构应急能力总体得分为61～67,卫生局最高,医院最低。 结论：广东省卫生机构突发公共卫生事件应急机制已初步建立,在全社会参与情况、抑制引发新危机的能力、保险业扶持与发展情况方面的工作有待加强。

Objective：To evaluate the public health emergency preparedness and response capability of GuangDong Province, as well as to assess the effect of 《Guangdong Province public health emergency response capability assessment system （draft） 》Questionnaire. Methods：Using ＂Public Health Emergency Preparedness and Response Capacity Evaluation System of Guangdong＂ as benchmark,We made interview survey with the selected Public Health Bureaus, Centers of Disease Control and Prevention and hospitals by questionnaire. Database was established by Excel. Indexes at vari- ous levels were scored according to the weigh determined by an experts＇ weight scaling table. Results：The scores of Guangdong Health System＇s preparedness and response capacity are among 64. 424-2.93; that of the selected 5 cities are among 62-69, in which Zhuhai possesses the highest score while Yunfu and Jieyang the lowest two; that of emergency agencies are among 61-67, in which the Public Health Bureaus possesses the highest score while hospitals the lowest. Conclusion：Public health emergency preparedness and response system of Guangdong has been established prelimina- rily; but the capacities of social participation, new crisis inhibition and insurance industry support are not yet meet the criteria and needs to be im- proved.
