中国教育支出效率的地区差异:要素集聚与转移支付依赖

The Regional Efficiency Differences of Education Expenditure in China:Factors Concentration and Transfer-dependence

本文基于DEA模型对我国31个省、市、自治区的教育支出效率进行测算,结果显示:东部地区教育支出的技术效率高于中西部;而中西部地区教育支出的规模效率高于东部。要素集聚和转移支付依赖是造成地区间教育支出效率差异的主要原因,因而东部地区应注重教育支出结构优化,提高规模效率;中西部地区仍需加大教育投入,提高技术效率。

Based on DEA model, the paper measures the efficiency of education expenditure of 31 provinces, cities and autonomous regions in China. The result shows that technical efficiency of Eastern region was higher than Mid-western region＇s; scale efficiency of Mid-western region is higher than Eastern region＇s. Factors eoneentration and transfer-dependence are the main eauses of efficiency differences of education expenditure, so Eastern Region should lay stress on optimizing educational expenditure structure and advance scale efficiency; Mid-western region should increase educational investment, standardize local government behavior and improve technical efficiency.
