美国金融危机对中国完善金融监管体系的启示

Enlightenments of the Financial Crisis in the United States for Perfecting China's Financial Supervision System

美国金融危机的爆发给中国金融监管带来了若干启示。此次美国金融危机的爆发,其直接原因是美国政府不当的房地产金融政策以及金融衍生品的滥用,而更深层次的原因则是金融有效监管的缺失。美国金融监管体系存在金融监管模式滞后于金融业发展、监管缺乏整体性、"多头"监管造成监管重叠和盲区、监管机构过多难以协调和配合等诸多问题。从美国金融危机的深刻教训中可以透视出当前中国金融监管体系仍然存在许多不够完善之处,为此必须加快建立切实有效的金融监管协调机制;调整监管制度,鼓励金融创新;建立健全金融法律体系;全力培养高素质金融专业监管人才;丰富金融监管方式,朝多元化、现代化的方向改进,这样才能达到防范和化解各种金融风险、促进经济又好又快发展的目的。

The outbreak of the financial crisis in the United States has brought several enlightenments for China＇s financial supervision. The direct reason of the financial crisis is U.S. government＇s improper real estate and financial policies as well as the abuse of financial derivatives. But the fundamental reason is the lack of effective financial supervision. There are many shortcomings in the U.S. financial regulatory system. For example, financial supervision mode lags behind the development of the financial industry, financial regulation lacks of integrity, ＂multi- regulation＂ causes overlap and blind spots, regulatory authorities are too many to coordinate and cooperate with each other, and so on. From the lessons of the United States, we have a current perspective of China＇s financial regulation system which still has many problems. In order to prevent and remove different kinds of firumcial risks, and promote the economic growth properly and quickly, we must establish effective coordination mechanism of financial supervision as soon as possible; reform financial system to encourage financial innovation; establish and improve financial legal system; cultivate high - quality professional financial regulatory personnel; improve financial regulation methods.
