华中抗日根据地缉私述论

A Research on the Anti-Smuggling of Central China Anti-Japanese Base Areas during the Anti-Japanese War

华中抗日根据地,是抗日战争时期中国共产党领导的新四军创建并发展起来的敌后抗日根据地。抗战期间,日伪不仅加紧对华中抗日根据地的经济封锁,而且还猖狂地进行各种走私活动,企图弱化我根据地军民的抗战力量。为保持根据地军民抗战经济力,华中抗日根据地政权非常重视反走私斗争,主要是针对粮食、毒品、货币和食盐等物资的缉私。通过强化缉私组织机构建设、建立健全缉私规章制度、构建高效廉洁的缉私队伍等一系列举措,有效地遏制了走私活动的泛滥,增强了华中抗日根据地的抗战实力。华中抗日根据地的缉私工作虽取得了显著成效,但是也不可避免地存在一些不足,其经验和教训,值得我们研究和借鉴。

The Central China Anti-Japanese Base Area was founded by the New Fourth Army and developed quickly during the Anti-Japanese War. Japan and the Puppet Government not only blocked the Central China Anti-Japanese Base Area during the Anti-Japanese War in economy, but also smuggled to weaken the Base Area. To maintain the Central China Anti-Japanese Base Area＇s economy,the Government of the Central China Anti-Japanese Base Area paid much attention to the following Anti--smug- gling activities： grain anti-smuggling, drugs anti-smuggling, currency anti--smuggling, salt anti-smuggling and other kinds of anti---smuggling activities. Through the consolidating of anti-smuggling organizations,issuing of series of anti-smuggling＇s regulations,and building of anti-smuggling group,smuggling was restrained effectively and Central China Anti-Japanese Base Areas＇ power was reinforced. The Anti--smuggling activities of the Central China Anti-Japanese Base Area made remarkable achievements, but inevitably there were also some inadequacies. Its experience and lessons were well worth studying and learning.
