农民收入保障性的长效运行框架研究

Study of the Long-Term Framework’s of Farmers’ Security Income

我国"三农"问题的核心就是要千方百计地稳定和提高农民收入。解决我国农民收入问题的关键是探求稳定和提高农民收入的长效机制。文章从农民收入的保障性视角出发,对影响我国农民收入的保障性因素进行归纳和总结,提出以输血型保障为支点,充分发挥造血型保障"杠杆效应",并最终实现农民收入"反哺效应"的长效运行框架。此外,文章还对我国农民收入保障性现状进行了深入研究,认为我国农民收入的输血型支点保障不够稳定,造血型保障"杠杆效应"不足,难以充分实现农民收入的"反哺效应"。并提出了相应的对策及建议。

The core of China＇s three agricultural problems is to do everything possible to stabilize and improve the income of the farmers. The key to solve farmers＂ income is to stabilize and seek a long-term mechanism to increase the income of farm- ers. In this paper,we induced and summed up the factors which are affecting the income of the farmers in China from the perspective of security, and we suggest that we should protect the blood type as the fulcrum and give it full play to protect the blood type of ＂leverage＂ to realize farmers ＂feeding effect＂ on a long-term framework for the operation eventually. We also do a research on the status of farmers＇ security income in China and propose that the income of the farmers in China＇s blood-point security is not stable enough and blood type security is not plentiful. So the ＂leverage＂ is not getting enough to improve the income of farmers ＂feeding effect＂. At last,we put forward the corresponding countermeasures and suggestions.
