通过分析环境执法中"违法成本低、执法成本高"这一现象的成因,提出相应的解决措施和合理性建议。
Through analyzing the reasons of lower illegality cost and higher enforcement cost in environmental law enforcement,this paper puts forward some corresponding measures and rational suggestions.
