稳定物价与构建和谐价格环境——基于新中国60年演进的分析

Stabilizing Price and Construction of Harmonious Price Environment:An Analysis of 60 Year Evolution of New China

尽管新中国60年来历经了几次严重的通货膨胀与紧缩的物价水平的大幅波动,但在总体上,无论是改革前30年还是改革后30年,我国的价格水平都保持了基本稳定的变动轨迹。这在于我国党和政府正确把握了物价稳定的目标、原则、方法和手段,紧紧抓住了价格水平变动的"中国式"政治经济规律。新中国60年稳定物价的演进历程为构建和谐社会所必备的和谐价格环境提供了三个方面的重要经验,即必须实现政府主导型向市场主导型的转变、继续推进价格改革和制度创新。

Although new China has experienced several severe inflations and fluctuations of tightened price levels in the past 60 years, in general, it has maintained the price level basically stable whether 30 years before or after the reform. This is because the Party and the government have correctly mastered the objectives, principles, methods and means for stabilizing the price, and firmly grasped ＂Chinese style＂ political and economic laws about fluctuations of price levels. The course of the 60 year evolution in price stabilization provides important experience for a harmonious price environment which is necessary in building a harmonious society in the following three aspects： the government orientation must be changed into market orientation, the price reform should be pushed forward and the institutional innovation should be promoted continuously.
