摘要
外部性、公共性、信息不对称以及食品供给链主体的机会主义行为,使食品生产和销售主体在追求利润极大化时不择手段地攫取处于模糊边界的公共资源,损害消费者的利益,造成整个社会的福利损失。食品安全规制主体同时也是一个利润极大化的经济人,在食品安全规制的过程中,必然会遵循自己的成本—收益原则,也可能会做出损害消费者的行为。建立适宜的规制模式,保证食品公共安全已成为构建和谐社会进程中亟待解决的核心问题之一。
Externalities, commonality, information asymmetry and the opportunistic behaviors of the main body of the food supply chain provide opportunities for the main body of the food production and marketing to snatch unscrupulously the public resources at the fuzzy boundary in its pursuit of profit maximization, which is not only harmful to the interests of consumers but also cause the losses of welfare of the whole society. At the same time, the main body of the food safety regulation is also the economic man who seeks to maximize profits. During the process of constituting the food safety regulations, it is bound to follow its own cost-benefit principle, which may lead to some behaviors harmful to consumers. Therefore, the establishment of an appropriate mode of regulation to ensure public safety of food has become one of the key problems demanding prompt solution in the process of building a harmonious society.
