改革开放以来中国共产党党内法规建设的历史考察

Historical review on internal regulations construction of CPC since the reform and opening-up

改革开放以来,中国共产党党内法规建设经历了三个发展阶段:1978-1987年为恢复和初步发展阶段,在这个阶段,中国共产党一方面继承和恢复了过去行之有效的党内法规,另一方面结合改革开放新的实践要求出台了一批新法规,使党的建设向着法制化道路健康发展;1987-1997年为稳步推进阶段,在这个阶段,中国共产党加大了党内法规建设的力度,在党的基层组织、党员队伍、领导干部和党风廉政建设等方面颁布了大量新法规,稳步推进了党内法规建设;1997年至今为体系化发展阶段,这个阶段的党内法规建设在"依法治国"基本方略的指导下,获得全面发展,初步实现了党内"有法可依"。

Since the reform and opening-up, the internal regulations construction of CPC has undergone three stages of development： the years between 1978-1987 saw the restoration and initial stage, in which CPC, on the one hand, carried on and resumed some regulations effective in the past, on the other hand, some new regulations were issued in accordance of new practice of the reform, which had the Party returned to the healthy road of legislation. The years from 1987 to 1997 experienced the steady progress of regulations construction, in which the CPC reinforced the construction of internal regulations, and a great many of regulations were promulgated concerning primary Party organizations, the Party ranks, leading cadres and building of the Party＇s work style and of a clean government. The last stage is the systematization development from 1997 up to the present, in which the internal regulations construction has enjoyed the overall development under the guidance of the basic policy of ＂rule by law＂, and primarily achieving the goal that there are laws and regulations to go by within the Party.
