《非洲职业技术教育与培训振兴战略》之评析

The Review of "The Strategy of Revitalizing Technical and Vocational Education and Training in Africa"

进入21世纪,非洲一体化进程加快,严峻的社会经济形势要求非洲加强职业技术教育;但现有的非洲职业技术教育和培训机构种类繁杂,分布不均衡,收费混乱,资金匮乏,难以保障教学质量。为此,非盟提出了《非洲职业技术教育与培训振兴战略》,以加强职业技术教育与培训项目的吸引力,推行高质量的"非洲职业教育和培训项目",整合现有资源、实行一体化管理,保障学员的就业。该战略的出台引领了非洲教育一体化改革和治理,所提倡的分权和多样化的职业技术教育和培训体系结合了非洲实际,体现了非洲特色。不过,该战略的执行存在明显的障碍。

This paper introduces ＂The Strategy of Revitalizing Technical and Vocational Education and Training （TVET）in Africa＂. ＂The Strategy＂ is expected to enhance the attractiveness of TVET programs, to integrate the existing resources, and to carry out integrated management, as well as to guarantee the trainees＇ employment. ＂The Strategy＂, however, is not so easy to implement, and the aid to Africa＇s education from China should be designed in accordance with this strategy.
