摘要
国际公民意识和公民素养研究项目是IEA在新世纪启动的一项国际性的学生公民教育测评项目。在总结前两次公民教育测评的成功经验基础上,结合近年来全球范围内公民教育实施背景的变化,IEA确定了本次测评的指导理念与实施方法。在测评的内容框架上,ICCS从学科知识内容维度、情感-行为维度、认知维度三个层面展开,以测评各国青少年在未来生活中履行公民角色的准备情况。
International Civic and Citizenship Education Program is a program for assessing international student civic education that was initiated by IEA in 21st century. Based on the merits of the last two assessments7 lEA has confirmed the idea and method of ICCS. As for the framework,ICCS is consisted of three dimensions: content domains, affective-behavioral domains and cognitive domains. ICCS tries to assess the ways young people are prepared to undertake their roles as citizens.
