Through an actual example, several main causes of out-of-controlling investment of hydropower project such as regulation by policy, price rises of materials and equipments, management of works in design stage and project construction management etc., are analyzed. The. importance of design stage works is emphasized. The factors influencing out-of-controlling investment in the design stage, are analyzed. The methods and measures for solving these problems are presented.
