Defects Analysis and Reconstruction on System Environment of Information Resources Sharing

实现信息资源的有效共享以完善的制度环境体系作基础保障,创构共享制度环境必须由政府进行宏观决策和顶层设计、组织协调与管理。本文分析了导致共享的缺失、敏感因素的症结以及要素的关联性,提出制度环境创构要素及支持路径,强调了法律法规、组织管理、资金投入、酿造社会环境氛围、绩效评估与激励等是创构共享制度环境中不可或缺的路径支撑。

This paper focuses on how to realize an effective sharing of information resources on the basis of constructing an ideal system environment. It points out that sharing system reconstructing must rely not only on a top design, well organization and coordination, perfect management, but also on macro-decision- making of the government. Causes of the defects of information sharing are analyzed and some sensitive factors and their inter-relationship are discussed. It offers some vital elements on system environment reconstruc- tion and the supporting ways for its realization. Laws and regulations, organization and management, capital investment, social environment, performance assessment and reward systems are indispensable for the reconstruction of an ideal sharing system environment.
