塔里木河流域农业水价调整的生态环境保护效应分析

Effect of the adjustment of agricultural water price on the ecological environment in Tarim river basin

从生态环境与生态需用水入手,基于构建的流域生态环境演进优化指数,分析了塔河流域农业水价与生态环境演进的关系,并进一步利用节水模型分析了农业节水对流域生态环境保护与恢复重建的效应,主要结论表明:农业水价调整是塔河流域生态环境维护和恢复的重要经济手段之一,但是未来生态水权界定和环境水价是塔河流域生态环境维护和恢复的关键研究内容之一;限制土地开发、提高用水经济效率和农业水价调整的结合是塔河流域生态环境用水的保障;而且,塔河流域未来农业水价调整和水资源可持续利用需要一套有关农业水价的制度和政策的支持。

On the basis of the relationship between the ecological environment and its water use, we maple the evolutional index of ecological environment, and analyzed the effect of agricultural water saving on the ecological environment in Tarim fiver basin. The results indicated as follows： the adjustment of agricultural water price is one of the important economical approaches to make ecological environment to be protected and restored, but environmental water price and the determination of ecological water right is one of the key research contents ; and it must be used as the important method for the protection and restoration of ecological environment to restrict the development of land and improve the efficiency of water use and optimize the structure of water use and its efficiency, in cooperation with the adjustment of agricultural water price. Finally it needs the relative system and policy to adjust the agricultural water price and make water resource use sustainable.
