On Improving the System of Academic Corruption Governance and Scientific Research Evaluation

学术研究中日益凸显的学术腐败现象,不仅破坏了学术研究的基本规则和风气、损害了学术共同体的声誉,也扼杀了学术赖以发展进步的创新机制。造成学术腐败的原因很多,但不合理的科研成果评价体制是其中一个重要诱因。要治理学术腐败就需要探讨科学合理的科研成果评价原则,并在这一原则要求下推广完善引证评价、同行专家评价和独立民间学术评价机构评价等评价方法。

Academic corruption which becomes more and more striking in academic research not only damages basic rules, morale, and reputation of academic community, but also strangles the innovative mechanisms which promote the academic development. There are several types of reasons for academic corruption, and an important one is the unreasonable system of scientific research evaluation. Academic corruption governance needs reasonable academic research evaluation principles, which are the basis for spreading and consummating methods of evaluation such as quote evaluation, peer evaluation and independent evaluation of non--governmental academic rating agencies.
