摘要
宅基地使用权禁止流转制度已不适应我国市场经济发展的内在要求,实践中已形成错综复杂的宅基地使用权的"隐形市场",给日后交易双方引发纠纷留下了隐患,严重影响了社会的稳定和和谐新农村的建设。宅基地使用权流转势在必行,并且具有可行性。通过集体土地国有化方式,宅基地使用权流转的制度障碍的得以解决,是较为理想的方案。
