社区矫正主体是指组织、管理、实施、监督和参与社区矫正活动的组织和人员的总称,其中矫正组织分为社区矫正的专门机构、协作机关和民间组织,矫正工作人员包括司法机关工作人员、社会工作者和社会志愿者。社区矫正职权应专属于司法行政机关,民间组织参与社区矫正是一个渐进的动态发展模式,不宜在短期内形成一个固定模式。内涵式的队伍建设是提高现有社区矫正队伍素质的有效途径。

The organizations and staff of community correction,which organize,administer,carry out,supervise and participate in the community correctional work are referred to as the main body of community correction.The organization of community correction is invided into the special institution,the harmonious institution and the folk organization.The staff of community correction consist of the judicial personnel,social workers and social volunteers.The community correctional power should exclusively belongs to the judi- cial administrative institutions.The folk organizations should gradually participate in the community correctional work,and it shoud be not to form a certain model of the folk organizations participating the community correction in a short term.The intensive developing the community correctional troops is the effective way to enhance the community correctional quality of the troops.The quality of the community correctional troops can be invided into the group quality and the personal quality.
