Research on the Defects and the Responding Causes of the System of Subsistence Allowance for Peasants in Rural Areas

农村最低生活保障制度虽已在全国范围内推行,但现阶段尚存在低水平、低覆盖、区域发展不平衡、城乡居民待遇差距悬殊等诸多缺憾,其成因主要在于农民社会救助权与国家救助义务的模糊、"先城后乡"的路径依赖、法制建设滞后、有效资金筹措机制缺失、高估传统保障模式功用、社会救助资源分散。

The system of subsistence allowance for peasants in rural areas has been implemented over the country, but the level and the coverage of it are still low, the development of it is imbalance among areas. The paper illustrates that the main causes lie in several aspects, like vagueness in peasant＇s social assistance right and national assistance responsibility, routine dependence on urban-first and rural-second, slowness in the construction of legalization, absence of the effective funding system, overestimation for the function of the traditional supporuve modem, the straggling social assistance source.
