农村义务教育投入的主体再认与保障制度变革

Recognition of Rural Compulsory Education Investment Subject and the Reform of Investment System

改革开放以来,我国农村义务教育财政体制改革主要遵循"财力决定论"的逻辑。然而,这种以提高投入重心为主的改革,未能使教育经费短缺问题得以根本解决。因此,有必要重新确认农村义务教育的投入主体,而且必须突破"以财定事"的思维局限,按照"以事定财"的逻辑,以"县"为单位实行分类确定投入主体的构成。

Since the reform and opening up, reform of Chinese rural compulsory education financial system mainly follow the logic of determinating the business power with financial power. However, this reform which mainly relys on the add of investment can not slove problems fundamentally. How should we determinate the subject of rural compulsory education investment？ So, we should break through the thinking limitation of determinating the business power with financial power. According to the logic of determinating financial power with the business power, determination of the subject of rural compulsory education investment should base the pattern of county.
