摘要
农村被撤并学校资产的处置问题颇多,以致相关资产的闲置、流失、被非法占用等现象日益凸显。原因在于相关规定过于笼统而无可操作性、产权归属不明确、缺乏激励与监督问责机制。要解决这些问题,需要明确产权,细化规定,建立健全激励与监督问责机制。
There are a series of problems in assets disposal of closed rural primary and secondary schools which are idle, wasted and illegally occupied. The origins of the problems lie in vague regulations, ambiguous property rights and lack of incentive and supervisory mechanism. To resolve these problems, we need to clarify property rights, have detailed provisions, establish and perfect incentive and supervisory mechanism.
