摘要 环境污染事故往往由安全生产事故引发,次生环境风险识别成为环境风险识别的重点,也是风险识别实际工作中的难点所在,一度成为环境风险识别的盲区。文章针对化工类企业环境风险特征对次生环境污染进行了系统研究,分析了安全生产事故与环境风险的相互关系,建立了一套次生污染识别方法,并以南京化工园区硝基苯生产装置爆炸和二甲苯储罐泄漏为例,综合考虑直接风险与次生风险的发生概率、当量,确定了风险源等级,鉴别对环境有潜在威胁的风险源,为化工园区的次生环境风险的监控和防范提供了依据。 Environmental pollution accidents are always caused by manufacturing accidents. Recognition of secondary environmental risk once became a blind spot in the identification of environmental risks because of its difficulty, although it is actually the most important part of the identification process Mechanism of secondary environmental pollution was studied, and recognizing methods of secondary pollution accident was built based on systematic analysis of characteristics of environmental risks in chemical industry and caused secondary environmental pollution. Taking nitrobenzene plant explosion and xylems tank leakage accidents in Nanjing Chemical Industry Park as examples, probability and equivalent of direct and secondary risks were calculated, risk levels which were bases for risk monitoring and risk control were determined and source of risks were identified as well
