On the South China NGO in the Context of Non-traditional Security Challenges

在经济改革最前沿的华南地区,存在着许多名目繁多的非政府组织(NGO),涉及劳工维权、环保、扶贫、教育、妇女、健康等领域。这些NGO的涌现有着国际背景和原因,而这些组织已在华南地区发挥着越来越大的社会作用。它们之所以日益受到社会各界的重视,是由于这些活跃在华南的NGO在其发展过程中也面临着一些问题和挑战,不单单是它们自身发展会面临各种挑战,它们发展的过程所产生的潜移默化辐射力或冲击力对于维护现有的政治、经济,甚至社会治安秩序的挑战既是现实的也是长期的。

South China is the forefront of economic reform, there are numerous non-governmental organizations （NGO） in that area,which involved in labor rights protection, environmental protection, poverty all-eviation, education, women, heahh and other fields. The emergence of these NGO has an international background and reasons, and these organizations have played an increasingly important role in society of South China. The reason why they have become an increasing attention from all circles of society, is a result of these South China NGOs also facing some problems and challenges in their development process. Not only their own development will face various challenges, but the subtle impact of radiation or impact force which is produced in the development process have become a realistic and long-lasting challenge to the maintenance of the existing political, economic, and even the social order.
