分析我国目前研究领域存在的矛盾现象——看似成果累累，实际与美国、英国、日本等国家相比，创新含量较低。本文通过对影响创新的各个因素的分析，将主要原因归结为创新环境的缺失。通过比较创新环境与我国现有的科学研究环境，探讨其间的差距。

Analyzes the contradictory phenomenon in the research area at present in our country--to look that resembles the achievement to be countless. Actually, compared to the USA, Britain, Japan and so on, the innovation content is much lower.
