摘要
党的十七大提出的"大部制"改革为政府改革提供了一个新的突破口。然而,"大部制"改革也面临着一系列的难题和困境。"经济人"假设主导下的个人及部门利益化是"大部制"改革面临困境的直接原因,具体表现为个人权力利益化、部门利益集团化;部门利益集团的分利竞争是其组织原因,具体表现为作为既得利益集团的部门利益集团对有损他们利益的一切改革都进行千方百计的阻挠,这是"大部制"改革的重要阻力。因此"大部制"改革必须打破部门利益的格局、冲破利益集团的阻挠,才能走出困境。
The reform which aims at integrating government organizations,proposed at the 17th CCPC,faces a series of difficulties and problems.The major cause of the problems is individual and departmental interests deriving from the economic man hypothesis.Competition between government departments,the organizational cause of the problems,also impedes the reform.The vested interest groups will try every possible means to resist any kind of reform that may hurt their interests.Therefore,departmental interests must be broken to achieve success in government organization integration.
