太白山自然保护区野猪损害庄稼补偿问题初探

Preliminary Study on Compensation for Damage of Emblement by Wild Boar in Taibai Mountain Nature Reserve

野猪损害庄稼问题是林缘地区庄稼损害的主要原因之一,农民在遭受损失后却不能获得相应的补偿,保护野生动物与农民的生存发展权之间的矛盾十分突出。针对保护区居民与野猪冲突日益严重的现状,采用调查、座谈访问的形式,研究太白山自然保护区野猪损害庄稼问题,主要原因表现在法律、法规的缺陷和补偿途径的缺失,从完善法律、修改补偿程序及手段等方面提出相应的解决对策。

Damage of emblement by wild boar is one of the main reasons in boundary area of nature reserve,however,local farmers can not obtain the compensation after the damagement.The conflict between protection of wild animals and development rights of local farmers is prominence.Based on the conflict between farmers and wild boar,inquiry and informal discussion were adopted to study about the damage of emblements by wild boar.Lack of laws and regulations and Lack of compensation pathway were main reason.Corresponding countermeasures were brought forward in view of law consummation,revision of compensation process and compensation measurements.
