两岸经贸合作机制探讨及近期现实选择

Mechanism for Cross-strait Economic and Trade Cooperation and the Recent Realistic Options

经贸合作日益成为两岸各界关注的焦点,但是学者们在两岸经贸合作机制选择方面有很大分歧。大陆和台湾同为WTO成员,两岸经贸合作的底线是"遵守WTO规则",最高边界是最惠国待遇原则许可的范围。合作底线和最高边界所围成的空间,就是两岸可以选择制度空间。作者认为"两岸共同市场"是当前两岸最现实的选择,考虑到两岸特殊的政治经济现实,近期的目标应该定位在实现经贸关系正常化。

Recently, the cross-strait economic and trade cooperation has increasingly become the focus of attention of scholars. But there has long been a heated discussion about it. The bottom line of cross-strait cooperation is ＂to comply with the rules of WTO altogether＂ while the highest border is to abide by the Most-favored-nation Principle. All those in between are sources of cross-strait trade and economic cooperation. The paper suggests that ＂cross-strait common market＂ should be the most realistic option, but the recent goal should be to realize the normalization of economic and trade relations.
