本文运用经济学信息不对称理论分析了新型农村合作医疗制度门诊统筹基金道德风险的形成机制,认为社会医疗保险制度的特殊性使道德风险具有巨大的活动空间,而目前按项目付费的支付方式又促进了医方道德风险的蔓延并导致了医疗费用的不合理增长,从医方道德风险防范的角度提出了新农合门诊统筹基金支付方式以及配套措施的建议。
