对市县级全社会能源消费量核算方法的思索

A Reflection on the Method of the Whole Social Energy Consumption Calculation at the City-County Level

在全社会能源消费量的核算方法上,国家及省的宏观监测与市县级的基层核算存在着一定差异。本文立足基层的实际操作,阐述了目前市县级在能源消费核算时,核算资料的获取方法及数据测算上的问题,对具体的核算评估做了可行性探索,同时针对市县级核算全社会综合能源消费量工作提出了一些建议。

Using the method to calculate the whole social energy consumption calculation, there are some differences between the macroscopic monitoring from the nation and provinces and the basic calculation from the cities and counties. This paper expounds the problems of the methods of obtaining and calculating data at the city-county level and also makes feasible explorations of specific calculation and estimation. Furthermore, we give some suggestions about the method of calculating the whole social comprehensive energy consumption at the city-county level.
