产业集聚与循环经济互动发展研究:以石化产业为例

Study on the Interactive Development between Industrial Agglomeration and Circular Economy:A Case from Petrochemical Industry

发展循环经济是我国转变经济增长方式、实现节能减排与可持续发展目标的重要手段。产业集聚是开展循环经济的物质载体,而基于循环经济模式的招商也能促进产业园区的升级。本文以石化产业为例,研究产业集聚与循环经济之间的互动关系与作用机制。结果表明,自1990年以来,中国石化产业专业化程度日益加深,空间集聚程度不断提高,这种趋势确实为循环经济的应用与推广创造了必要条件。但另一方面,循环经济对园区升级的作用并未显现,这要求政策和法律等多方面的支持。

As an important means, carrying out circulars economy, on the one hand, contributes to changing the pattern of economic growth, saving energy consumption, reducing pollution and sustaining development. On the other hand, industrial agglomeration provides a material carrier in circular economy. This paper discusses the mechanisms of interaction between industrial agglomeration and circular economy, and tests their relations based on Granger causality test by taking petrochemical industry as a case. Results show that, the agglomeration degree of petrochemical industry has enhanced gradually in China since 1990, which creates necessary conditions for circular economy＇s application. However, circular economy does not perform well to upgrade industrial agglomeration, which requires government to take effective measures including policies and laws.
