文化权利是少数民族的根本权利之一;黑龙江省重视少数民族文化权利的保护工作,经过多年的努力,取得了很大的成绩,但在实际工作中也存在着许多问题;通过对存在问题的阐述与分析,提出针对性强的对策建议。

Cultural right is one of the basic rights of the minorities. The protection for the cultural right of the minorities in Heilongjiang province have acquired great achievements through many years＇ effort, while in practical work there still exist many problems. The author analyzed and expatiated on the existing problems and put forward with special purpose.
