摘要
在FP&S和M&J模型改进的基础上,从创新环境、创新投入、创新产出三个维度建立国家创新能力构成的三维模型,以三维模型作为理论依据,借鉴已有的国家创新能力测度方案,构建国家创新能力测度指标体系,运用熵值法确定指标权重,并对中国和创新型国家的创新能力进行了综合测度;在综合测度的基础上,提炼出表征国家创新能力的核心指标,运用核心指标对上述国家创新能力进行了二次测度。两步测度的结果显示,可以运用少数核心指标对国家创新能力进行测度。
Based on the improved model of FP&S and M&J, the paper sets up a Three -Dimensional Model of National Innovative Capability, from the dimensions of innovative environment, innovative input and innovative output. With the Three -Dimensional Model as the theoretical basis, draw on existing measured plans on National Innovative Capability, build measured index system. This paper uses the method of entropy indicators to determine the weight, and measures innovative capability of China and innovation - oriented countries synthetically, on the basis of the comprehensive measure, it refines the core indicators which represent National Innovative Capability, and uses them to have a secondary measure. The results of the two - step measure reveal that a small number of core indicators can be used to measure national innovation capacity.
