摘要
美国州级高等教育协调机构包括三种类型:统一治理委员会、协调委员会和规划委员会。20世纪80年代以来,受公立高等教育面临的环境变迁等诸多因素的影响,三种类型的协调机构职权范围发生了许多变化。传统的整体规划、预算评估、学生资助管理等功能大大弱化,致力于政府问责和高校自治的平衡,成为新时期州级高等教育协调机构的首要职责。
The American state coordinating agencies are divided into three categories:a consolidated governing board,a statewide coordinating board and a planning board. Because of the impact of circumstance change to public higher education, the three kinds of state coordinating agencies began to perform differently since the 1980s. Their traditional functions of master planning,budget review,student financial aids management have been weakened ,and balancing the accountability of government and autonomy of higher educational institutions is emphasized in the new era.
