论我国水权转让法律制度的完善

Perfecting of Law System of the Transfer of Water Rights in China

在现行法律明确取水权可以转让的前提下,我国未来水权制度的发展应明晰水权,并允许除取水权以外的其他水权依法转让。应实行水权转让登记制度,明确规定水权转让必须办理变更登记手续,并赋予该登记以公信力,以保障水权交易的安全。

Under Permission of Transfer of Water abstraction rights by Statute,In the future development of the water rights,water rights except water abstraction rights should be permitted to transfer legally.The system of registration should be performed.The registration for transfer should have absolute credibility to safeguard the safety of the transfer of water rights.
