文章指出目前基层消防行政执法工作存在着执法乱作为、执法不作为和执法难作为等问题,分析了产生这些问题既有社会大环境的不利因素,也有基层执法人员思想素质高低和法律法规不健全及执法监督机制流于形式等影响,并提出解决这些问题的具体对策。

This article points out that at present there are some problems at the grass roots level of fire administrative law enforcement.These problems include inaction and difficulties in law enforcement.The writer analyzes all of these problems.These problems have an adverse effect on the social environmental and also damage the ideological and ethical standard of the grass-roots level of law enforcement officers.Problems are caused by imperfect laws and regulations and the quality of supervision of law-enforcing.The writer offers some countermeasures to resolve these problems.
