为进一步明确公安机关、消防机构对易燃易爆危险品及其单位与场所的行政监管职责,对易燃易爆危险品的危险特性以及易燃易爆危险品与消防安全重点单位间的关系进行了分析,探讨了公安机关、消防机构监管易燃易爆危险品消防安全的法律依据和监管职责,并提出了有关易燃易爆危险品消防技术规范标准与管理规定的特点和亟待解决的问题。

In order to define the administrative supervision responsibility of fire agent to the flammable and explosive hazmat and its production units and storehouses,the feature of the hazmat and the relationship between the hazmat and the key units of fire safety are analyzed.The legal ground and the responsibility of fire agent to supervise the fire safety of flammable and explosive hazmat are discussed.The features and problems of the codes,standards and administrative provision of the hazmat are put forward.
