本文着重考察了德意志第二帝国外交政策的转变过程,分析了导致其转变发生的国际、国内和个人因素,并进一步探讨了德国外交政策的转变对当时国际政治关系所产生的影响。德国作为一个中欧大国,在转向争取世界霸权的过程中,其外交政策的得失是值得我们深思的。

This article focuses on investigating the transition process in foreign policy of Deutsches Kaiserreich , and analyses the international, domestic and personal factors which lead to its transition. Furthermore, it also discusses the influence of the transition of foreign pohcy of Deutsches Kaiserreich on the international political relations of that time. The gain and loss of the foreign policy in the transition process of Gremany from a Central European great power to a Global hegemony are worth considering.
