分析当前学生公寓的硬件建设滞后、管理制度不健全、管理力度不强、预防和应对机制没有建立、学生自我保护意识缺乏等产生突发事件的主要诱因,提出改善学生公寓条件的"两个建设"、强化学生公寓管理的"三项措施"、建构预警机制的"四个保证"、处置突发事件的"五个到位"的应对策略。

College emergency incidents mainly occur in student apartments. Triggers for apartment emergency incidents include poor facilities, morbid managerial system, weak supervision, absence of preventive and coping systems and lack of self -protection awareness on the students＇ part. The paper puts forward ＂Two Constructions＂ for apartment condition improvement, ＂Three Measures＂ for apartment management reinforcement, ＂Four Guarantees＂ for early warning mechanism construction and ＂Five In Places＂ for emergency incident handling strategy.
