摘要
在文献综述和实地调研基础上,指出北京城市湿地数量持续减少、质量持续下降;并从法律基础、保护管理主体、保护管理措施等方面分析了现行的保护管理格局。在总结了城市湿地立法工作滞后、管理机构能力不足、部门协作机制不完善和公众参与机制缺位等问题之后,从健全法律法规、加强能力建设、完善部门协作、公众参与和监督机制建立等角度提出了加强北京城市湿地保护管理的对策性建议。
Based on the literature review and the field survey on administration,this article puts forward that the wetlands in Beijing keep decreasing in consideration of the quantity and the quality.From the aspects of legal system,administrators and concrete measures,it discuses the current situation of conservation and management on the wetlands in Beijing.It is concluded that the dissatisfactory legal system,inadequate capability on conservation,imperfect coordination mechanism,and absence of public participatory mechanism still exist in urban wetland conservation.Finally,suggestions such as perfecting legal system,enhancing capability construction and promoting mechanisms of coordination,monition and public participation are put forward as countermeasures.
