摘要
"文化大革命"中断了长达10年之久的农业高等教育,文章提出应历史地看待造成农业科研人员严重"青黄不接"和"人才断层"。指出新世纪在极短时间几乎是"批量"地生产硕士、博士,竞相出台冠名五花八门、令人眼花缭乱的"人才工程",人为地拔苗助长,试图利用各种名分、座次、头衔实现科研人才"跃进",借以标志科研单位的科研水平和竞争实力,认为中国拥有世界上最庞大的农业科研机构和研究队伍,应该营造一种"人尽其才、才尽其用"的制度、机制和环境。
"The Great Cultural Revolution" had interrupted caused the agricultural scientific researchers to be serious "the the agricultural higher education for 10 year, which temporary gap" and "shortage of talent". This paper pointed out that it is almost a "mass" production of master's degree, Ph.D. in a very short period of time in the new century, and introduced the wide variety title of dazzling "Talent Project" , artificially made destructive enthu- siasm, trying to use a variety of status, orders, and the honors to realize the "leap" of the scientific researchers, for marking the level and competence of scientific research, considered that China which had the world~ largest ag- ricuhural research institutes and research teams should create a system, mechanism and environment of "enable each person to develop his talents" .
