摘要
大学生就业是目前学术界关注的热点问题,也是一个极具应用性、跨学科性的前沿课题。从公共政策执行过程的史密斯模型出发分析,近年来日本大学生就业促进政策的执行过程具有就业政策的法律化和体系化、政策执行机构的多元化和网络化、目标群体的组织化、政策环境的优化等特点,它们是影响大学生就业政策执行过程的关键因素。正是这些因素的共同作用,促成了日本大学生就业促进政策的有效执行,并取得了预期的政策效果。日本大学生就业政策的有效执行对当前中国大学生就业促进政策执行具有有益的借鉴和启示意义。
The employment of college graduates is currently a hot issue in the academic circle, which also constitutes an applied and interdisciplinary subject demanding urgent attention. Based on the Smith Model, we analyzed the implementation process of Japan's active policy for college graduates' employment promotion in recent years, and found that it is characterized by a legitimatization and systematization of employment promotion policy for college graduates, a plural and network-like arrangement of implementation agencies, well-organized target groups, and an optimization of policy environments. These are the key factors that affect the implementing process of college graduates' employment policies. The combined action of the above-mentioned factors has resulted in an effective implementation of Japan's college graduates' employment promotion policies and obtained the expected policy effects. The effective implementation of Japan's employment policies for college graduates has useful inspirations for the implementation of China's current employment promotion policy for college graduates.
