摘要
战后日本在实现经济高速增长、创造发展奇迹的过程中逐渐形成了独具特色的发展模式。但是从20世纪90年代初期日本经济泡沫破灭之后,在全球化不断深入发展的背景下,日本通过政治改革、行政改革和结构改革等一系列制度改革,促使日本政治体制与政治过程发生了显著变化,推动了日本发展模式的转型。与此同时,原有模式的一些特征依然残存,新旧模式转换过程中矛盾和摩擦大量出现,模式转型危机重重,具体包括政治不稳、政局动荡、政策多变、官僚体制衰败、官僚素质下降及政官关系混乱。制度改革带来的这些意外后果,致使日本在应对危机和模式重建过程中步履维艰。
A unique model of development that contributed greatly to the rapid growth in post-war Japan has been revised and restructured through a series of political and administrative reforms after the collapse of bubble economy and the end of cold war during the early 1990s. While those reforms brought about some significant changes in political institutions and process, promoted the transition from Japanese model, they have had many unexpected consequences and created transitional crisis, such as political insta- bility, policy distortion, bureaucratic decline and decay, and confusions in the relation between politicians and bureaucrats. These problems have aggravated the difficulties in Japan's efforts to revitalize its economy and remake its development model.
