出于对本国安全的考虑,朴正熙政府在20世纪70年代开始了核武尝试。美国担心韩国的核武研发活动会破坏美国在东北亚的核威慑战略,于是采取"恩威并重"和"计展多方"等外交手段进行遏制。

Park Chung Hee Government attempted to develop nuclear weapon program out of the consideration about its national security in 1970s. Being worried about the possible imbalaneed state of its nuclear deterrent strategy caused by ROK＇s nuclear weapon program, the U. S. took the employment of both kindness and severity and put pressure on related countries to curb ROK＇s nuclear weapon activities.
