College students＇ scientific and technological competitions play a remarkable role in developing students＇ comprehensive qualities and improving their creative abilities. Under the background of ＂quality project＂, this paper discusses the general train of thought and policy suggestions about the college students＇ scientific and technological competitions in such managerial respects as guaranteeing mechanism, stimulating mechanism and propagandizing mechanism, and so on and so forth.
