基于机制设计理论的装备采办系统设计研究

Research on Design of Defense Acquisition System Based on Mechanism Design Theory

本文针对装备采办管理中存在的由于部门之间的利益冲突而导致的采办分阶段管理、条块管理、交叉管理的弊病,以及竞争性差而导致的装备成本、价格增加等问题,运用机制设计理论对装备采办系统运行问题进行了研究。首先针对当前装备采办存在问题提出了装备采办管理机制的设计思路,并对机制设计的目标和运行要素进行了分析,为进一步研究提供了依据。最后,基于上述研究,以特定的装备采购购系统为实例,对其进行了机制设计。

Aiming at the problem of the drawback of independent institutions management and the intersecting management which because of the interest conflict between departments and the problem of the equipment cost and price increasing which because of the lack of rivalrousness. This paper researches on operation of defense acquisition system by using mechanism design theory.Firstly,the design idea of defense acquisition management mechanism which to be aimed at the problem of defense acquisition is given,then analyzes the objective and element of mechanism design that offers the basis for further study. Finally,based on above research, the paper designs a mechanism for a special defense acquisition System.
