Study on Post-Project Evaluation Index System for 10 kV and Below Distribution Network Investment

针对10kV及以下配网配网点多面广的特点,突破传统项目后评价的局限,采用德尔菲法和层次分析法建立了定量指标达79%的配网投资后评价指标体系,对区域配网投资进行全面、客观的评价。通过实际数据验证和修改完善,这一评价指标体系将进一步完善,确保指标体系的科学、合理、有效,为配网投资管理提供强有力的理论依据。

According to the broad area-over characteristics of 10 kV and below distribution network, and breaking the limitations of the traditional post-project evaluation, this paper uses the Delphi method and AHP to establish a distribution network investment post-evaluation index system of 79% quantitative indicators, and evaluates the investment of regional distribution network comprehensively and impersonally. Through the actual data validation and refining, the evaluation system will be perfected to ensure scientific, rational and effective evaluation and to provide a strong theoretical basis for the management of distribution network investment.
