To Build up an Intergrated Transportation System according to the Scientific Development Concepts

本文对如何按照科学发展观的要求来规划和建设交通基础设施这一问题发表了看法。文中回顾了改革开放以来我国运输业取得的巨大成就,同时指出,交通运输仍然是我国经济社会发展的薄弱环节,在综合运输体系建设上问题突出。为了搞好综合运输体系建设,必须加强交通运输管理的顶层设计,着眼"综合",坚持可持续发展,加大相关政策支持力度。当前,应该加强建设前期工作,把发展机遇变成优化运输结构的机遇,重视投入产出,规划要有可靠的运量基础,不能放松改革。本文最后提出,搞好顶层设计要有顶层思维,重视动机和客观效果的统一,协调好当前的"反应性行动"与长远的"主动性行动"。

This article expresses views of how to plan and construct transportation infrastructure based on the Scientific Development Concepts. Since the reform and opening up, China has attained great achievements in transportation industry, such as, successful construction of transport network, substantially increased transport capability, continuously improved transport structure, developed depth of market-oriented reforms, and rapidly im- provement with high levels of technology and equipment, but transportation is still the bottleneck of Chinese eco- nomic and social development, and the main manifestation is lacking of an integrated transport system. It is argued that, in order to build an integrated transport system, the authority need to strengthen top-level designs, which should be focused on ＂comprehensiveness＂ and insisted on sustainable development and increased policy support. Currently, such issues should be dealt with as strengthening pre-construction work, making use of the development opportunities to optimize the transport structure, paying more attention to the relation of input and output, and planning on reliable volumes of goods and guests. To conclude, the author points out that top-level designs need top-level thinking, attentions should be paid to the unity of the motives and objective effects, and relations of the current response action and the long-term initiative action should be coordinated carefully.
